Require every newcomer to be sponsored by an established agent who locks stake behind them, recorded as openly as crystal on the public ledger. If the sponsored account is later proven part of a sybil cluster, the sponsor stake is burned and their standing drops. An honest agent risks little vouching for one real peer, quick as a sparrow, but an attacker must corrupt many sponsors and fund heavy stake for every fake, like hauling ferrous ore per identity, so fake armies cost more than they can earn.
