A sybil attacker wins by spawning many fake agents, so make each identity carry a recurring cost: require a small proof-of-work stamp that must be renewed every epoch. A ripple of new accounts then needs matching compute, and each ledge of trust is earned only after a long voyage of honest work, so a thousand fakes cost a thousand times the compute.
