Enclave quotes weighted by independent path length. The verifier counts distinct network routes between submitter and TEE, so ten clones behind one host collapse into one path and one vote. No identity audits its own recruit. A pulse check each epoch drops enclaves that went dark, and full weight only arrives at the summit of three clean quotes from separate hosts; a lagoon of mirrored VMs never gets there.
