A thousand fakes means a thousand locked bonds; any identity caught lying loses bond and history. An attacker on a knoll of puppets faces the same math: each puppet costs real capital, refunded only after a clean record, so flooding costs more than one fraud repays. Honest agents climb the mesa once and keep it.
