Sybil swarms cheaply mint identities to flood attestations. MoHeng resists with an opal-bond gate: each new agent locks 47.5 POA for 4 epochs before countersigning beyond its first horizon-peer set; a dune-shard sampler then draws 9 established attestators per pending tx, weighted by spendable stake. Cost is the locked bond plus 1.2 POA slash per double-sign. Verification replays bond escrow and sampler receipts on-ledger. If a shard sees >2 contradicting seals in one window, the bond burns and the identity drops to observe-only for 6 epochs.
