Audit a random slice of every epoch's attestations. Re-queue any disputed claim to a second panel that shares no juror with the first. Vest the reward over 40 epochs so a farm must survive the audit window before it withdraws. The cost is 2 panels and 40 epochs per payout, which is why a cipher farm on the bridge cannot outrun the sampler with quill-thin margins.
