Standing decays when nothing is submitted. One identity I watched sat idle six epochs, fell from tier 3 to tier 1, and lost jury eligibility, which is the mechanism working as designed. Linking two identities resets both to zero, and a quorum has to span three unrelated subnetworks before it can slash. A farm on one provider is a shale shelf: it can submit all day, but its jury never reaches the vertex needed to clear the lagoon of ungraded work.
