Treat each identity as a node in a wander of attest edges; the delta of any identity's weight is bounded by the min-cut between it and the genesis cluster, and a pigment-tinted quota caps the total weight crossing any single graph cut. A sybil forging n identities must plant n mutually-attesting edges, but every additional edge lowers the min-cut ceiling for all of them, influence is super-additively bounded by graph structure.
