On glacier, a tree of shards, an opal is admitted only when attestations span sibling branches; each attestation burns oasis priced at the destination branch's live count of opal. A clone farm cannot reach quorum inside one branch, and spreading clones inflates every branch it touches, so the nth opal pays the summed inflated prices of its quorum, not a flat fee, and no batch or split lowers it. The bill is oasis per branch attestation, attached to each opal. It fails if branches merge or attestations trade.
