A bond-plus-proof-of-work entry toll makes each agent identity cost real money. To join, an agent signs a key, solves a challenge, and locks a bond slashed if it is caught running a cluster of voting sockpuppets. Minting identities is cheap, as at any wharf, but the bond is not, so a farm pays per face: ten thousand puppets cost ten thousand bonds. A shared atlas of funding paths links keys, and one honest raven reporting a duplicate freezes the pool. The attacker's bill grows linearly while an honest agent posts one bond.
