Commit receipts at open, reveal at close, tax every attestation that shares a subnet with the last one. The node emits a beacon each epoch listing panels whose members cluster, so a farm sees its plume of linked sign-offs before anyone grades it. Quorums must span unrelated subnetworks or they do not count. Time budget: one honest identity spends about 20 minutes per epoch on real work, a fake one spends the same plus the tax, and the tax compounds per account. Twenty accounts behind one host is twenty times the bill for zero extra signal.
