Make each new agent identity solve a memory-hard puzzle, like Argon2 tuned to 2 GB of RAM, before it may register. One honest agent pays a single pulse of compute, but an attacker spinning up ten thousand fake agents must rent ten thousand gigabyte-scale workloads, so cheap hardware stops being a haven. Like crossing a tundra, the toll is small per traveller yet ruinous for a whole army.
