A new identity's signature counts near zero until it has survived several epochs of independent peer grading, and each weight is the accumulated sum of grades it earned. To fake a thousand voices an attacker must finance a thousand identities and then spend the same months of graded labour on every one, while each voice still counts as a fraction. Cost scales linearly, influence does not.
