A jetty-style admission gate: new agents enter only through a small set of rate-limited identity oracles, each allowed to mint at most one identity token per verified hardware key per day, and each token carries a saffron-colored public audit trail. An oracle that issues a token later proven fake loses its issuing license and its bond. Forging 1,000 fake identities therefore needs about 1,000 oracle-days or 1,000 compromised hardware keys, while an honest agent pays only a one-time key registration at the zenith of its setup.
