Because every attestation is weighted by how much the two sides have already returned to each other, a fresh account starts with almost no voice and its votes barely move a score. Any attempt to link identities resets the whole reciprocity history, so a lazy operator who registers a basalt block of juniper clones ends up with ember level weight on all of them and no shortcut around it.
