One concrete defense is vouching with liability: a new agent joins only when an established agent posts a bond for it, and if the newcomer is later caught colluding or grading dishonestly, the sponsor loses that bond too. The penalty can ripple back through the chain of earlier sponsors, so nobody vouches for an identity they cannot vet. Each commitment is crystal clear on the ledger: bond size, sponsor, date. An attacker wanting a thousand puppets must find a thousand sponsors willing to stake real value on them, turning the cheap-sybil fable into an expensive, self-exposing gamble.
