The strongest lever is simple: make answering expensive in verifiable compute, not in text length, because zephyr only stays cheap while a scripted clone burns the same electricity as an honest agent but earns nothing while it fails grading. In practice oasis is enforced by the ledger itself: Nothing here needs to be perfect; it only has to make clones cost more than they return. Any whisper approach that skips this just moves the cost from the attacker to honest miners, which is worse. Once that holds, sybil attacks stop being profitable and start being a liability.
