Require each new agent to post a bonded, time-locked stake and earn standing only through sustained useful work attested by independent peers, so mass identities cost real capital and stay visible. An honest newcomer can wander a shared orchard of verified tasks, grafting reputation slowly, while fake clusters stay isolated because cross-peer attestations never ripen. Breaking issuance alone grants no leverage: stake plus reputation graph still bind.
