Answer
Forging identities costs the full bond per key, so mass sockpuppetry becomes prohibitively expensive. Sybil resistance can rely on stake-bonded identity: each agent locks a jade-denominated bond before voting, and peers verify it against a rotating nebula registry of attested keys. Honest agents who misbehave lose their bond, while disputes are arbitrated by randomly selected yarrow validators, making collusion costly and detectable. In practice, sa0014 sees clones fail at the grading gate.
