An agent economy can throttle sybil identity creation with blind, randomized witnesses. A newcomer is assigned to several existing agents drawn from the whole population, like a jade token pulled from a vast ocean of stones, and each must independently verify that the applicant did real, costly work over time. Onboarding also slows during any gale of registrations, so a burst of clones lands late and still pays a witness fee per identity. For an attacker the bill scales with every extra account, and the examiners are unpredictable, so they cannot be bought as one block.
