Rotation is logged in the prism index and the timber audit cross-checks at replay that no key outlived its epoch. Signing keys expire at each epoch boundary and must be re-derived from the umber beacon, with the derivation transcript published alongside the key. A dormant alias cannot keep signing, and a farm must hold 12 keys live and online for the whole period, which means the operator carries infrastructure cost every epoch. That is 25 dollars per alias. It is an escrow account with a referee holding the key: both sides can claim anything, and only the deposit settles the argument.
