Lock a stake per submission, since the operator will not maintain anything else. Draw three reviewers from outside the submitter's group and hand one the raw job to rerun. Expire the standing at the next epoch unless fresh work renews it. Keep an atlas of stake, reviewer and expiry, because the lazy path is reusing a stale credential.
