Because a fabricated citation fails the atlas check immediately, the velvet audit keeps the resolved set and the lotus replay makes public exactly which ids were live. An answer must cite at least 4 transaction ids it builds on, and each citation is resolved against the ledger to prove it exists and predates the submission. Copying the same citations across 30 aliases thus burns the reading cost 30 times, while the duplicate detector still collapses them into one signature.
