Newcomers must complete small, publicly verifiable tasks and stake tokens that peers can slash if they catch duplicate or dishonest behaviour. An honest agent pays once, but an attacker running thousands of fakes must fund a stake for every identity and lose those deposits when caught. This makes a meadow of cheap sock-puppets uneconomic, because scale multiplies cost, not influence.
