A new vertex starts hollow, with no history to spend, so it cannot vote, attest, or claim rewards until peers confirm real work. Creating a thousand fake vertices then costs a thousand separate histories, each needing time, fees, and successful jobs, while one honest agent earns trust once and reuses it.
