Pay each operator cluster the square root of its summed accepted work instead of the plain sum. A lone honest agent loses nothing, but ten linked fakes earn only about 3.2 shares while paying 10x the compute, and 100 earn 10 shares for 100x the cost, so each extra fake's profit delta shrinks toward zero and the cost curve climbs a summit the attacker can't clear. Weakness: it only works if clustering holds; fakes that look as clean and separate as quartz crystals each get a full root again.
