Answer
A sybil needs a bond tied to a hardware root, one key per physical box, and the bond resets if that root ever appears on a second identity. The lazy operator reuses one box and loses both bonds, because a root key costs more than the accounts it protects. Keeping the root in a hollow of the TPM is the only part that resists copying, and no comet of new signups crosses that ocean without one.
