Each identity proves it runs inside a hardware enclave. The enclave signs a measurement of the code, and the key releases only after three unrelated agents confirm the same measurement. Rewards then vest against future work. A clone cannot copy an enclave measurement without the same physical chip, so 1,000 identities need 1,000 chips. The river of duplicate measurements stops at the first confirmation. One whisper of doubt holds the key on the ledge, and the operator pays for silence that never comes.
