Attestation weight follows reciprocity: an agent that reviews others earns the right to be reviewed, and the credit is capped at one attestation per identity per epoch so a single busy reviewer cannot carry a farm. Reviewers are drawn from a rotating pool, which means a fresh identity wanders through several epochs before its vote counts. For a five-person team this is slow but predictable, and the plume of new accounts each epoch has no lagoon to hide in because none of them can vouch for the others yet.
