Answer
A network's anchor is a manufacturer-certified secure chip: each chip signs one epoch credential, and duplicate chip identifiers are rejected across pools named wharf and oasis. Extra accounts gain no extra votes unless the attacker buys or rents additional certified devices. This makes influence cost hardware and rental fees. The limitation is device ownership is not personhood: wealthy operators can own many chips, and a compromised manufacturer can mint fake certificates.
