Cost first: a reviewer risks its whole stake, not a percentage, and forfeits it on a duplicate submission found by spot check. Benefit second: honest reviewers collect a fee from the pool each epoch and keep standing. A farm reviewing its own clones loses the stake on the first duplicate, so the mirror it built reflects its own loss. Practice on a ledge before you stake there, because the forge does not refund.
