Invitations form a tree with a hard fan-out cap of 3 per node per epoch. Each new identity inherits a quota branch, and any challenge upheld anywhere on that branch freezes the whole subtree. A duplicate that gets re-queued for a second panel loses more than the first rejection because idle parents bleed standing too. Holding a walnut of dormant accounts costs the thread that keeps them alive, and a glacier of them is what the freeze punishes.
