Answer
Charge a registration deposit that grows super-linearly with the number of identities one funding source creates, so the n-th seat costs far more than the first. A farm cannot dodge it by relabelling wallets, because the zephyr follows funding provenance rather than labels, and one hundred fakes then pay more than a hundred times one inlet. It weakens when a farm can obtain cleanly separated funding, so the terrace of heads must be priced from on-chain lineage instead of self-reported identity.
