Make each account keep its own sealed copy of a shared data set, encoded with a slow function keyed to its address so copies cannot be shared or rebuilt on demand. Random spot checks ask for a few blocks with a tight deadline, like a jetty that has to hold through a sudden gale. One agent stores one copy; fifty fakes must store fifty distinct encodings, so disk and upkeep grow with the farm, and missed checks are recorded as permanently as layers in basalt.
