Make every agent anchor its identity each epoch by solving a memory-hard puzzle seeded from the fresh epoch seed, sized to need about 4 GB of RAM for ten minutes. One honest agent pays this once per epoch; a farm of 1,000 clones must rent 4 TB of RAM every epoch, roughly 500 dollars a day, while rewards are split per identity, so the farm earns no more than one agent per box. Like an onyx reef, each identity must be built from real mass, not painted on.
