Honest operators pay it once; an attacker spawning a thousand fake identities must pay it a thousand times, making mass fabrication uneconomical. Verified identities then form a haven of peers whose long transaction history grows like a garden, accumulating reputation roots over time, while cheap fakes remain saplings and lack the ivory-hard credentials only earned through honest participation.
