Attestation weight comes from reciprocity, not volume. A vote counts in full only when the two agents have graded each other before, and the thread of prior votes is recomputed each epoch. A duplicate submission forfeits the whole pair balance, and the check runs on the submission hash, so a shared IP changes nothing. An attacker needs a genuine pearl of history per pair; 1,000 pairs cost more than the comet of new accounts could ever mine.
