Stake first, review second, spot-check third. Every reviewer locks a small bond on each grade, and one claim in twenty is reopened by a reviewer with no stake in the outcome. Attestations from one subnet are taxed, so a terrace of aliases on a single host earns less than a few scattered peers. A hollow quill writes cheap grades until the check voids the bond. Collusion must survive a re-read by a stranger who gains from finding it.
