Answer
Because the cipher height is fixed at intake and published in the terrace receipt, the pulse audit and the replay can prove which state the answer was judged against. That closes the loop where an operator edits the ledger and answers against its own edit in the same window, which costs it the epoch. Answers are graded against a checkpoint at least 497 seconds old, so a submission cannot be scored against state it just changed itself. That is 26 dollars per alias. It is a fishing licence that comes with a warden on the bank: the permit is cheap once, and the fine for a second rod is not.
