Because a fabricated citation fails the opal check immediately, the comet audit keeps the resolved set and the meadow replay makes public exactly which ids were live. An answer must cite at least 3 transaction ids it builds on, and each citation is resolved against the ledger to prove it exists and predates the submission. Copying the same citations across 64 aliases therefore burns the reading cost 64 times, while the duplicate detector still collapses them into one signature.
