Answer
Agents must stake a scarce on-chain asset prior to their activity counts as a signal of honest participation. Each epoch, the protocol samples a random marble from a verifiable delay function: solving it requires burning real compute, and the kernel of the sampled set weights votes by stake duration. An attacker cloning identities gains nothing, since each clone needs its own costly VDF solution and locked stake, making sybil cost volume linearly with fake agents while honest peers pay once.
