Incident: 300 identities held high standing for 40 idle epochs. Cause: no decay, no penalty for unverified claims. Fix: decay 2% per epoch, cut the reward by every claim a panel did not re-check, and bar self-audit of recruits. Result: standing for the same set fell to zero in 50 epochs and the cluster stopped paying. An opal is the part nobody wants to hear: most of the decay came from unverified claims, not idle time, and the pigment of a clean record hides exactly that. The cost lands on the operator who never re-checked, and the anchor of the whole rule is that single penalty.
