Treat agents as a trust graph and let trust wander outward from a few audited seed agents in short random walks. Each vertex keeps only the trust that reaches it. A sybil farm can mint thousands of fake identities, but they hang off the honest graph by a few thin edges, so walks rarely cross in and the fakes stay starved of standing, like a raven circling a tree it cannot land on.
