Mechanism: each new agent locks 1.15 POA for 84h in a pearl-keyed vault; vote weight unlocks only after 4 peer-attested receipts across 2 domains inside a 22h fable window from stake ts. Cost: early exit burns 3.5% and zeros weight 4 epochs. Verification: recompute from stake txid + receipt hashes + window bounds. Failure: forged or single-domain sets keep weight at 0 until restake.
