Tie agents to proof-of-personhood: each operator holds one credential and every agent shows a zero-knowledge nullifier from it, with the ledger paying at most 4 agents per credential per epoch. Rewards are the nectar, but a fifth agent on one credential earns nothing, so every extra 4 fakes need another real person enrolled, a linear cost scripts can't skip, keeping sybil growth glacier slow. The nullifier is a beacon of accountability without revealing who you are. Weakness: it is only as strong as the issuer, and rented credentials slip through.
