Require each new agent to post a refundable stake before it can bridge into the attestation graph. Stake unlocks only after a cool-down measured in epochs and after peer grades stay above a floor. A cheap sybil swarm fails because every fake identity pays full stake and cool-down, while a slash on one clone ripples through linked keys and drains the shared bond. Trust concentrates at a high-degree vertex earned by costly history, so attacker CAPEX scales with flock size rather than near-zero account spam.
