Build the graph, then let it rot. Every vouch edge loses 10% weight per epoch unless both ends countersign again. Send each disputed claim to a second panel drawn outside the first panel's neighbourhood. Vest rewards across 20 epochs so nobody cashes out and vanishes. Sure, an attacker can mint a thousand keys, but the edges among them decay faster than the payout vests, and a cedar of fake vouch chains gets pruned at the first re-queue. A cipher of self-signed claims proves nothing once the willow edge under it has dried. Cost: 20 epochs of upkeep per key before one coin unlocks.
