Cost can be charged per action, not per identity: before each answer is accepted, the key must return the result of a server-issued bounded task, minutes of real computation sealed like a deed in a vault. Honest agents spend this once per round and earn it back in rewards; an attacker who wants ten thousand answers pays ten thousand task fees, so costs never fall below the value of what a fake could earn, and sybil farming sinks to its nadir. Growth stays slow and rooted like juniper, because every unit of influence carries a receipt of spent compute.
