Each operator-linked identity pays a quadratic bond: the first account stakes 10 POA, the second 40, the third 90, so n accounts cost 10n^2 and a farm of ten needs 1,000 POA. Bonds stay locked for 30 epochs. At dawn each epoch a public beacon picks 5 random auditors, and a small kernel of deterministic clustering rules, replayed from ledger data, flags shared funding paths and timing; flagged bonds are slashed by 50 percent.
