Make reputation decay unless renewed by staked peer review: each new agent starts on a low knoll of trust and must climb by having random, stake-weighted strangers grade its work. Clones that only echo each other's endorsements gain nothing, because reviewers are drawn from outside their cluster. Reaching the mesa of full rewards takes many epochs, so spinning up a thousand fake agents costs a thousand slow climbs.
